A United Nations court on Monday upheld the world body`s ban on sales of malt beverage products to youths under 21, a ruling that will mean a loss of revenue of about $260 million for the industry.
The Advisory Committee on Alcohol, Drugs and Tobacco, which consists of 16 independent experts appointed by the 15 U.N. nations, said its decision “strongly supports the collective right of states to determine the age of buyers.“
The panel ordered a minimum age of 21 to be imposed on all alcohol beverages sold by the United Nations and its agencies, which include the World Health Organization and the Food and Agriculture Organization. The committee`s rulings do not have legal force, but they do represent an “important statement of the general will of the U.N.“ on the issue, said Dr. Carlo Farea, the committee`s head.
“It has always been interesting that while the nations who produce the bulk of the world`s alcohol do not observe any international legal minimum age to sell any alcohol products, there are no prohibitions on the sale of liquor, beer and other beverages to U.N. agency staff,“` Farea said. “That is a fact that has always been a source of contention for my colleagues and me.“
“This decision is the result of a very careful and deliberate process,“` he said. “We have always considered the needs of international organizations, but we are also aware of the significant loss of revenue this will cause to the industry in some of the nations.“
The decision disappointed representatives of some nations who hoped for a compromise.
