Licenses will be allowed for physical therapists, doctors, nurses, psychologists and others who treat patients in this manner, but not for anyone else who tries to sell or supply such products.

“These companies are knowingly deceiving people and misleading them about the health benefits of their products,” said Ethan Nadelmann, executive director of the Drug Policy Alliance, which advocates for ending the war on drugs.
