(a good analogy would be the system by which us governors of states get their power. i suppose in theory their powers are basically limited by the us constitution, but they cant really do anything without congressional approval. in practice the only limitation on governors is that they cant just open a second front against the federal government.)

i know that one of the traditions of early sf is that ranks and titles are meaningless, but what about the stuff that doesnt work like that? (see in god we trust, all others pay cash.) it all depends on who is involved. any sufficiently formidable country with a unified military force has always to some extent been aware of who its top officers are, even if theyre not necessarily reminded of the degree to which they rank. when britannia was overrun by the gauls, there was a comparable situation to the one we have now. in gaul, the gallic empire, you might just as well be at the bottom of the hierarchy as at the top.

one way to reduce the risk is to not enable people to acquire this ability. you see it as kind of a curse, and a disease, and you hope to be able to cure it. the people who can acquire it, however, will probably find that its really hard not to acquire it, and if they dont succeed, well, that means its time to get the therapist.
let me elaborate on this, because i think you may be confused. i dont think that the ability to acquire this ability is very important at all. i think the risk is overblown. the main way to protect people from this ability is to make it hard to acquire it, so that they cant get the money or social status that come with it.
and after that, if they do acquire it, well, theyre not really going to be like that, because this is just a minority of the population. there will probably be many people who will be quietly doing this without fanfare, and some who will become famous and go on television. the main risk to the world is probably a bunch of people who are brilliant but evil, or who are brilliant and kind.
