Critics of the administration’s moves say the only way to protect people like that is to eliminate a mandate, which creates an environment of price-based competition.

But others say that argument is wrong. The top insurance agents in North Carolina have opposed the repeal of the individual mandate in the past, for example. And on this topic, agents and brokers work in the same lines of business, generating the same type of commission.

“The bottom line is: I think agents are saying ‘stay away, stay away, stay away’ because they want the insurance industry to stay strong and healthy,” said Scott A. Cohen, a professor of health policy and management at the Taft School of Accounting and Public Policy.
