How to allow a windows user with restricted privileges to read a text file?

There are two users on my PC, one is a service user and the other is a local administrator (and his password is never changed).
I have a application that is used by both of them. It has a shared text file which I need to read from the local administrator user. For that, I have assigned the service user rights to the folder where the text file is stored.
For some reason, it seems to me that it is not enough. The service user cannot read the file.
So, I tried changing the service user rights (and I removed all his rights as soon as possible), but it didn’t work.
Then, I read about the User Account Control settings, but I don’t think it is a problem. For example, the access to this file is checked on the service user, but the service user has a “deny all other users” profile.
The service user is a service of a service user, and his permissions are not changed, his rights are “Enable the service to interact with desktop” and “Run on demand”, but not “create and manage desktop”.
So, I would need to give him “create and manage desktop” rights to read the file, but I can’t give him rights to run the application.
I also tried setting the service user rights to the application executable file, but it doesn’t work either.
If the service user can’t read the file, what can I do? Should I even try, or should I assume that the “deny all other users” is good enough?
